ABOUT BILL W. MORLONG, JR.
What is an Enrolled Agent?
An Enrolled Agent (EA) is an individual who has demonstrated technical competence and passed an extensive examination in the field of taxation. Enrolled Agents can represent taxpayers before all administrative levels of the Internal Revenue Service. Enrolled Agents have been in existence since 1884.
What are differences between AN EA and other Tax Professionals?
Only Enrolled Agents are required to demonstrate their competence in a matter of taxation before the IRS and represent the taxpayer in all aspects of taxation and collections. All EAs specialize in taxes, unlike attorneys and CPAs who may or may not choose to specialize in taxes.
Ethical Standards and Privilege
All people practicing before the IRS are governed by US Treasury Department Circular 230 and have a minimum of 16 hours of continued education per year. However, Enrolled Agents must have 30 training hours per year in the area of interpretation, application and administration of federal and state tax laws.
Recent tax law from 1998 allows federally authorized practitioners a limited client privilege. This privilege allows confidentiality between the taxpayer and an Enrolled Agent under certain conditions of cases involving audits, collection matters, and other resolution concerns.
